Bump default JVM args to maximum safe performance on JDK8

Assumed to be the common use case for someone who is compiling from
source:

  * Set encoding explicitly to UTF-8
  * Aggressively JIT all JVM methods after ten invocations
  * Explicitly use G1 garbarge collector
  * 64bits
