Compile warnings should not always be fatal conditionally
It would be very helpful to have this rewritten in the standard "what happened? what did I expect to happen?" fashion.

LOAD-SYSTEM
is never called recursively, so this question is not well-posed in its current form, and also this explains why we can't do what is desired, as expressed here.

We need to define a predicate for the recursive transversal of the planned ASDF graph that allows us to select restarts for whether any given section of the build machinery fails, and signals a condition.
