Bundle operations should reject secondary systems

So we should reject secondary systems for bundling operations. I'm not sure what the ramifications of this are, or how exactly to do it, and since it's a different issue from #23 (closed) -- the issue addressed in #132 -- I'm moving this to a different issue.
