Add CMUCL and CLISP to CI

I know CLISP has been an issue in the past with upstream's refusal to cut a new release. The Docker image used for CLISP is currently v2.49.92. It was never "officially" released, but is tagged in the repo and seems to be what Ubuntu and Debian are distributing in their package managers. As with the other implementations, if CLISP ever decides to make another official release ASDF will automatically start using it as soon as the corresponding Docker image is built.
