Disable RUN-SHELL-COMMAND on ECL + Windows.

RUN-SHELL-COMMAND requires string commands to RUN-PROGRAM to function,
and these are not supported on the Windows version of ECL.  Signal
NOT-SUPPORTED-ERROR.
