Activating a context after cache has been wiped should "just work"
Replicate by creating a bundle with a git repo. Clear the cache. Activate the context and see the error.
Fix will probably involve the equivalent of install --no-resolve
during activation. Additionally, the separation of git repo as source instead of a requirement (#40) might make this easier as well.
