Instead of using the version of RT from quicklisp, let's use our own version. This is the version from ansi-tests on the branch rtoy-cmucl-expected-failures. This particular version supports a list of expected failures so we can mark tests as tests that are expected to fail so we the test suite can still pass with failures. This will also keep track of expected tests that now pass and new failures not in the expected failures list. This is useful for catching changing in the test results.
