WIP: Makefile target for the Debian package.

Reverse-engineered from tools/release.lisp. This is incomplete -- I couldn't figure out the check for a clean build directory, partly because git does not set the exit status.

I don't have access to a Debian machine to test the build on, even once that's fixed, I'm afraid. @etimmons could you have a shot?
