The test ENSURE-DIRECTORIES-EXIST.8 from ansi tests fails.

1. Check out ansi-tests
2. make LISP='lisp -noinit' test-files
3. Check output

Expected behavior

ENSURE-DIRECTORIES-EXIST.8 should pass.
