(random 0) doesn't signal a type error

(random 0)
is supposed to signal a type-error, but doesn't.
To Reproduce
Steps to reproduce the behavior:
(random 0)
- The error is:
Unable to display error condition: Error in format: No more arguments. Argument is not a positive integer or a positive float: ~S ^ [Condition of type SIMPLE-TYPE-ERROR]
Expected behavior
This should signal a type error that 0 is not in the range of expected
inputs. The error seems to be a bug in the args to the call to error
.

Additional context
This was introduced when the xoroshiro RNG was implemented in
[b119b34f]. No one noticed the incorrect parens in the error
function call.
This shows up in the test random.error.3
from ansi-tests.
