Call setlocale(3C) on startup
Describe the feature
In !101 (comment 10558), there's some discussion about using setlocale
and nl_langinfo
to get the codeset to use for our :locale
external format. As also mentioned in !101 (comment 10569), we probably want to call this at start up.
Is there a prototype?

To implement this, we'll need to add an alien interface to setlocale
, and update save-lisp
to call it.
I don't think we need to expose the full generality of setlocale
to lisp. Perhaps it's just good enough to call setlocale
with some default args that are appropriate for us.
